The United Nations Convention on the Rights of Persons with Disabilities has consistently advocated for the social participation and independent living of persons with disabilities. Its aim is to foster a culture of equality, inclusion, and accessibility within society, enabling more persons with disabilities to participate independently, with dignity, and on an equal footing in areas such as employment, housing, education, healthcare, and even engage in everyday social activities—such as dining with friends at restaurants, watching movies at theaters, or shopping at clothing stores—on an equal footing with others.


In response to the controversy surrounding the refusal of service to a Paralympic gold medalist at a restaurant, which sparked discussions on various related issues, Executive Director Chan Hei-lung previously authored an article for Hong Kong 01 sharing perspectives on the participation of persons with disabilities in society and the dimension of community accessibility. The Secretary-General also emphasized that achieving community accessibility begins with cultivating awareness. He proposed several recommendations, some of which were previously presented to the Chief Executive during the consultation phase of the Policy Address.
