It’s hard to explain without speaking, but currently, the design manual addresses the accessibility levels of individual buildings; it does not cover areas beyond the management boundaries of those buildings. The simplest understanding is that at the main entrance of a large shopping mall in San Po Kong, there is a paved guiding path that leads out to the street, but upon reaching the edge of the mall’s management area, the guiding path suddenly ends because areas outside of the boundary do not fall under the mall’s management scope.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

<\/p>

To understand it a bit deeper and more humanely, the participation of disabled persons in society and their visits to individual buildings is not like magic; they cannot instantly go from home to their destination, but need to use transportation and walk along the way to reach there. Even when they arrive near the building, the accessibility of the nearby paths is also very important.<\/p>

Sharing frontline work experience, we were entrusted by members to follow up on the disabled restroom managed by the Food and Environmental Hygiene Department at Lok Ku Road in Sheung Wan. Wheelchair members reported that although this restroom is for disabled people, wheelchair users cannot access it because it is located between two flights of stairs. This is one example of a problem with the nearby path. Another example is a cultural and recreational venue where the facilities are reasonably accessible, but disabled friends must go through many challenges to reach it; the surrounding pedestrian paths are uneven, with steps everywhere, making it extremely difficult to access. Therefore, facilities and support must also be accessible; it is a whole.<\/p>

We believe that if everyone pays close attention, it is not difficult to notice these situations. Therefore, the new manual should apply the concept of accessible travel chains, as only individual locations and buildings being accessible is not enough. Have you experienced similar situations?
